Srinagar, Mar 19, 2010: The Jammu and Kashmir High Court has stayed execution of the stringent Public Safety Act against a minor booked for stone pelting.
15-year-old Arshad Majeed Sofi was arrested in January and booked under PSA, which enables the police to arrest a person and keep him in jail without any trial for two years.
Staying his detention, Justice Mohammad Yaqoob Mir yesterday observed that the order be kept in abeyance because of the "non-applicability" of mind by the detaining authority.
"There appears to be non-applicability of mind on part of the detaining authority while passing the detention order under PSA.
