Govt announces curfew for Saturday

Srinagar, July 30 (KMW): The Jammu & Kashmir government on Friday evening announced complete curfew for the whole of Srinagar city on Saturday.

An official spokesperson said that "curfew will remain in force in the whole city on Saturday to prevent any further loss of life." However, it is unclear whether the rest of Kashmir will have a declared or undeclared curfew.

Tensions run high across the Valley in view of more civilian casualties on Friday.

Two killed, 50 injured in fresh clashes in Valley

Srinagar, July 30 (KMW): Security forces opened fire to quell stone-pelting protesters as fresh violence today erupted in the Kashmir Valley after days of relative calm, leaving two persons dead and 50 others injured.

Authorities imposed strict restrictions on the movement of people following a call by the separatists to march to Maisuma in the heart of the city in protest against the killing of youths allegedly in firing by security forces.

Muhammad Ahsan Ganai and Showkat Ahmed Wagay were killed and seven others injured when security forces allegedly opened fire on a mob at Arampora village of Sopore, 55 kms from here in Baramulla district of north Kashmir this afternoon, police said.

They said the people took to streets shortly after Friday prayers and were heading towards Sopore town when the security forces intercepted them and asked them to disperse.

US wants India to continue dialogue with Pak

Washington, Jul 30 (KMW): Even as the ISI stands completely exposed in the eyes of the public for its terror links, in particular those against India, the Obama Administration has argued that New Delhi should continue its dialogue process with Islamabad.

"So we are simply encouraging Pakistan and India to pursue a dialogue that we think is fundamentally in the interest of both countries," State Department spokesman P J Crowley told reporters at his daily news conference.

Hilal War denounces the Killing of innocent Youth (Calls for revoking AFSPA and Swift Kashmir Issue Resolution)

Srinagar, July(KMW): In a significant development, People’s Political Party (PPP), Chairman, Hilal Ahmad War has condemned in strong words the brutal killing of several youth in different parts of Kashmir valley on Friday, 30 the July, 2010, who were ruthlessly killed by CRPF personnel in different areas of Kashmir.

 Hilal War, said, “It appears that the Present Government is trying to create a war like situation.

 God forbid if such thing happens, then, entire subcontinent will have to face the horrors of a terrible nuclear war in which India will be the greatest sufferer”.

 Mr. War termed the killings of serial Kashmir youth in Kashmir a conspiracy of a well thought plan to wipe out youth of Kashmir right from Wamiq Fasrooq, Zahid Farooq, Inayat of Dalgate and now Rafiq and Javaid, a well thought out new genocide policy of Indian Security Forces in Kashmir.

  The young pro-freedom leader also said that the gruesome killing of three youngsters of Nadihal in North Kashmir by the Indian Army in a stage-managed encounter at the Line of Control is a glaring example of Indian Genocide Policy in Kashmir.

 Hilal War urged for Kashmir Dispute resolution to end bloodshed once for all. He stated that scrapping black laws like Armed Forces Special Powers act can be a good confidence measure in this regard.

  He added that under the new strategy and a policy framed by Home Ministry of India, the genocide carried out by Indian Occupational Forces under the instructions of Home Ministry, young schoolboys which is the fourth generation of Kashmir problem are targeted purposefully to deter the fourth generation of Kashmir to take the responsibilities of freedom movement.

While paying rich tributes to slain youth Muzaffar Ahmad Bhat and Fayaz Ahmad Wani, PPP Chief demanded that the perpetrators should be brought to book without any delay.

 He asked Indian government to stop genocide in Kashmir and punish the killer cops .If the killer cops are not punished, the entire population of Kashmir will be constrained to go for an all out war with Indian Occupational Forces.

 The Occupational Forces of India have unleashed a reign of terror in Kashmir valley in particular and have converted whole Kashmir into a slaughterhouse and a graveyard of human rights.

  He further said that Armed Forces Special Powers Act (AFSPA) and other draconian laws have given licence to men in Khaki to kill innocent Kashmiri youth like birds.

   Mr.War said such tactics will not deter the resolve of oppressed Kashmiris and the youth in particular but will give boost the morale of the struggling people of Kashmir to increase the momentum of their struggle for Right to self-determination.

US Congressmen Urge Quick Resolution of Kashmir

Washington 29 July 2010(KMW):  The underway youth led, indigenous and spontaneous movement, non-violent pluralistic and resilient youth   for right to self-determination in Jammu and Kashmir is at a critical juncture calls upon the United Nations to ‘lead the effort to achieve a fair and lasting settlement of the Kashmir dispute’, were the opening remarks of Dr. Ghulam Nabi at the inaugural session of the two day Eleventh International Kashmir Peace Conference organization by the Kashmiri American Council/ Kashmir Centre and Association of Humanitarian Lawyers in Washington wall.

The conference held in glittering hall of the Cannon Building  in the Capitol Hill was attended by  large number of delegates from India, Pakistan, both the sides of Jammu and Kashmir, Kashmir Diaspora from all over the world, United State’s thinks, Congressmen,  diplomats from various countries stationed in Washington D.C., prominent US columnists and opinion makers.

Congress men who spoke at the inaugural function included Congressman Dan Burton, Congressman  Alderholt, Cingressman Danny Davis, Congressman, Dannis Kuchinich, Congressman Yvette Clark and Congressman Joseph Pit.

 The Congressmen expressing their deep concern and dissatisfaction over the situation prevailing in trouble torn Jammu and Kashmir called upon ending the persecution of people in the state and respecting human rights in the state.

 They called upon India and Pakistan to resolve the Kashmir dispute to the urges and political aspirations of people of Jammu and Kashmir without causing any further suffering to people in the state. The Congressmen were unanimous in their approach that for bringing peace in South Asia the resolution of Kashmir dispute has become imperative.

 Some of the Congressmen said the President Obama was fully aware about the importance of Jammu and Kashmir for peace and stability not only in Afghanistan but for entire south Asia.

Highlighting the objectives for the Conference Dr. Fai, was to achieve the peaceful resolution of the Kashmir dispute through peaceful dialogue between all parties concerned and to do so in the spirit of reconciliation, not confrontation, equality, not discrimination; hope, not despair.

Mr. Hussein Haqani, Ambassador Huessin Haqani Ambassador of Pakistan speaking on the occasion reaffirmed the policy of Pakistan government of supporting Kashmir struggle for right to self-determination, morally, politically and diplomatically.

Others who spoke at the inaugural and emphasized for renewing efforts at all levels for finding solution of the Kashmir problem in sync with the internationally laid out principles included Ms. Victoria Schofield, Mrs. Rita Manchandi, Mr. Ved Bhasi and Amb: Maleeh Lodhi.

The first technical session of the conference India- Pakistan Relations: Breaking Deadlock was presided over by Author and Columnists Zahid G Muhammad, those who made their presentations in this session included Mr. Kuldin Nayar, Former Indian High Commissioner, in the UK, Mr. Muhammad Afzal Sindhu, State Minister, Law and Justice Govt of Pakistan, Prof. Stanely Wolpert, Historan, Senator Mushahid Hussain Syed and Ambassador Yousuf Buch.

The consensus that evolved at this session was that the people of Kashmir suffering for India and Pakistan remaining caught in the web of the blame game and there was need for moving beyond the blame game and resumption of composite dialogue between two countries and holding Kashmir focused dialogue involving people of Jammu and Kashmir.

The second Techencial Session titled The Impasse over Kashmir  was presided by Mr. Ejaz Sabir, Attorney at Law.

Sardar Attique Khan elected new AJK PM

Islamabad, Jul 29 (KMW): Sardar Attique Ahmed Khan of the Muslim Conference was on Thursday elected Prime Minister of AJK after incumbent Raja Farooq Haider quit amidst high drama, alleging that PPP-led federal government was interfering in the affairs of the region.
Khan was elected with 39 votes in the 49-member assembly in AJK capital Muzaffarabad and is the fourth politician to don the mantle in the last four years.
The election was necessitated by the resignation of the former incumbent, Raja Farooq Haider, who quit on Monday to avoid facing a no-confidence motion. Haider too belonged to the Muslim Conference but a group of 18 ministers staged a rebellion and resigned to protest his policies.

UN chief concerned over Kashmir situation

United Nations, Jul 29 (KMW):  U.N. Secretary General Ban Ki-moon has expressed concern over the unrest in Kashmir, which exploded last month claiming the lives of seventeen people.

“In relation to recent developments in Indian-administered Kashmir, the Secretary-General is concerned over the prevailing security situation there over the past month,” Farhan Haq, Mr. Ban’s spokesperson, said in a statement.

“He calls on all concerned to exercise utmost restraint and address problems peacefully,” it added.

He said the UN chief also welcomes the recent talks between the foreign ministers of India and Pakistan.

“He encourages both sides to rekindle the spirit of the composite dialogue, which was initiated in 2004 and had made encouraging progress on some important confidence building measures, and to make renewed efforts to address outstanding issues, including on Jammu and Kashmir,” the statement said.

“He (Ban) underlines the need for patience, perseverance and compromise on all sides,” it added.

Britain looking at India as a nation that is coming up: Farooq

New Delhi, Jul 29 (KMW): Hailing the role of the business sector in the increasing economic growth of the country, Union Minister for New and Renewable Energy Farooq Abdullah has said Britain in its Parliament has described India as a nation that is emerging strongly and this was due to the efforts of India's business community.
'' We all know that many countries in the West and Europe were affected due to the great economic contagion that happened in the West but we survived...and now India was referred in British Parliament as a nation that is coming up. It is because of business people of our country,'' Dr Abdullah said during an award function here last evening.
He assured that the Centre will help the business community and he would encourage them to grow.

India has conveyed concern on PoK projects to China: Krishna

New Delhi, Jul 29 (KMW): India has clearly conveyed to China its consistent position that Pakistan was in illegal occupation of parts of Jammu and Kashmir since 1947 following reports that China was building a rail line and highway in Pakistan-occupied Kashmir and asked them cease their activities in the PoK, the Rajya Sabha was informed today.
External Affairs Minister S M Krishna said in a written reply that India had conveyed its concern about Chinese activities in the PoK and asked it to cease such activities.
China was regarding Kashmir as a bilateral matter to be settled between India and Pakistan, Mr Krishna said while answering the questions of Mr Ravishankar Prasad, Shivanand Tiwari and N K Singh.
He said the government had seen reports to the effect that China was seeking to build a railway line and highway projects in PoK and had taken up the issue with them.
The government would keep a constant vigil on all developments having a bearing on India's national interest and take all necessary measures to safeguard it.
Answering a related question, the External Affairs Minister said India had taken up the reports of the Chinese building a dam on the upper reaches of Tsangpo/Brahmaputra, known as Tsangpo in Tibet, with China during his visit to that country in April.
China's Foreign Minister had conveyed that his country always had shown a responsible attitude towards Trans-border Rivers. He had also clarified that the planned construction at Zangmu was that of a small power project and would not store water or regulate the volume of water. It, therefore, would not have an adverse impact on downstream flows, he added.
Mr Krishna said the two countries had established an expert-level mechanism to discuss cooperation on all issues regarding trans-border rivers and it had held four meetings between September 2007 and April 2010.
India and China have also signed a memorandum on providing hydrological information on Yarlung Zangbo/Brahmaputra river in flood season in 2002 and the MoU was renewed in 2008.

British PM rules out mediation on Kashmir

NEW DELHI, July 28(KMW): A day before he holds talks here, British Prime Minister David Cameron Wednesday ruled out any bid by Britain to mediate on the Kashmir dispute and stressed that it was for India and Pakistan to settle the issue.

"I don't think Britain is a great place to mediate on this issue," the 43-year-old Cameron, who is on a two-day visit to India, told Prannoy Roy in an interview on NDTV.

He said this in response to a question on the Kashmir issue. "We want India and Pakistan to have good relations, to have good dialogue and to settle these issues between them. It is for India and Pakistan to do that," he said.

Britain welcomed the fact that India and Pakistan have had contacts, he said while alluding to the recent foreign minister talks between India and Pakistan. "It is for you to decide," he added.

Cameron, who will hold talks with his Indian counterpart Manmohan Singh Thursday, is keen to avoid a repeat of the diplomatic gaffe then foreign secretary David Miliband made during his visit to India last year when he said the unresolved Kashmir issue stoked militancy in the region, eliciting a sharp reaction from New Delhi.

Issues relating to Afghanistan and Pakistan will figure in discussions between the two leaders.

After normal Tuesday, Kashmir shuts again

Srinagar, July 28(KMW): After a normal day on Tuesday, Kashmir valley again observed a complete shutdown on Wednesday in response to the call given by the Hurriyat Conference (G) spearheading the ongoing “Quit Kashmir Movement.”
After offering nightlong prayers in various Masjids and shrines across the Valley on the occasion of Shab-e-Baraat, people stayed indoors and vehicles also remained off the roads.
Hundreds of policemen and paramilitary CRPF troopers were deployed in the volatile old city to prevent people from coming out and staging demonstrations.
Life also remained paralyzed in various district headquarters including Varmul, Kupwara, Bandipora, Islamabad, Kulgam, Shopian and Pulwama.
Pertinently, strikes and curfews have been paralyzing life across the Kashmir Valley for the past 5-weeks.

Tension in Baramulla over boy’s death


Baramulla, July 18 (KMW): A class 7th student drowned after being beaten allegedly by Special Operation Group personnel of police in north Kashmir’s Baramulla town on Saturday evening sparking massive protests here. His death couldn’t be confirmed, as the body was not retrieved till late night.

Tension mounted in Kashmir again on Saturday evening as a six-year-old drowned in the Jhelum river in Baramulla.

The local people alleged that he was thrown into the river by police after he was beaten. However, the police said they are investigating the matter. It seems the boy jumped into the river as a police truck was moving in the area.

The drowned student has been identified as Faizan Rafiq Buhroo son of Muhammed Rafiq Buhroo of Jalal Sahab old town.

Soon after the incident, thousands of people took to streets and held demonstration. They threw stones at the police and CRPF, who fired several rounds in the air, burst smoke shells and resorted to cane charge. The boy’s body could not be recovered from the river.

He was class 7th student of Guru Nanak School and his father is blacksmith by profession.

Eyewitnesses told Agence India Press that in the evening SOG men chased the stone-pelting youth via Azadgunj Bridge in a private truck.

However, denied the allegation by locals regarding the drowning of youth in SOG chase.

 “Neither there was SOG deployment in the area nor the police personnel crossed the bridge in the private truck,” had police said.

At least six youth were wounded in the clashes in different areas of town following the incident.

Reports of protests were also received from some other areas, including Sopore, old city of Srinagar and South Kashmir in the evening. 

Top LeT Commander arrested in Kishtwar district

Jammu, Jul 17 (KMW): A top LeT militant, active in the area for the last 20 years was today arrested in Patnazi area of Bonjwa belt, 290 km from here, officials said.

Acting on a tip-off, police and security forces arrested Mohd Shafi Pathan, an 'area commander' of LeT, they said.

Pathan, from Anantnag district, headed LeT operations in Bonjwa belt, they said, adding he joined militancy in 1990 and was involved in various terror acts.

Omar meets PM, Home Minister, Sonia discusses J&K situation

New Delhi, July 17 (KMW): Chief Minister Omar Abdullah today held a series of meetings with Central leaders, including Prime Minister Manmohan Singh, who assured him all help and support to overcome the present crisis in Jammu and Kashmir.

The chief minister began his day with a meeting with Home Minister P Chidambaram with whom he had a detailed discussion about the prevailing situation in the state and the steps being taken to improve it.

Omar, who heads the National Conference-Congress coalition government in Jammu and Kashmir, also met Congress President Sonia Gandhi and discussed with her the functioning of his government.

Sources said Gandhi expressed her satisfaction over the handling of the situation by the state government and assured full support of her party to it.

Krishna, Qureshi may meet in Kabul next week

New Delhi, Jul 17 (KMW): Notwithstanding the recent acrimony after their talks failed to make any headway, External Affairs Minister S M Krishna and his Pakistani counterpart Shah Mahmood Qureshi may meet next week on the sidelines of a donors' conference in Kabul.

Both Krishna and Qureshi would be in Kabul to attend the donors' conference on July 20, a bid by Afghan government officials to urge a start to the spending of billions of dollars of pledged development funds.

According to information available here, there were indications that Pakistani side, which appears to have piped down today after two days of acrimony with India, was exploring a possibility of a pull-aside between Krishna and Qureshi in Afghanistan.

Militant killed, Army operation enters third day

Jammu, July 15 (KMW): A Lashkar-e-Toiba militant was killed in an encounter with the Army in Beri-Rakh forest in the border district of Poonch as the operation to track down militants in the area entered the third day today.

"A body of a terrorist has been recovered from the encounter site during search operation in Beri Rakh forests in Mendhar border belt of Poonch district", Inspector General of Police (IGP), Jammu zone, Ashok Gupta, told.

The anti-terrorist operation was launched by Army's 37 Rashtriya Rifle (RR) troops on inputs about infiltration of a group of 10 to 12 militants in Mankote forest belt on July 13 around 0900 hours.

During the operation, an Army major was killed and six other security men, including a colonel, injured in an encounter with suspected Lashkar-e-Toiba terrorists on July 13.

'There should be no selective efforts against terror'

Islamabad, July 14 (KMW): India told Pakistan today that "selective efforts" should not be used to deal with terrorism and termed as "untenable" any attempt to make a distinction between state and non-state actors involved in terror.

Ahead of his meeting with his Pakistani counterpart Shah Mahmood Qureshi, External Affairs Minister S M Krishna said the trial here of seven accused in the Mumbai attacks case, including LeT's operations chief Zakiur Rehman Lakhvi, was moving at a slow pace and India would like to see its expeditious and successful conclusion.

He told an interview that Pakistan's contention of making a distinction between state and non-state actors regarding terrorism was "untenable" as "it is common knowledge that terrorist groups and individuals have been provided sanctuaries and safe havens" in this country.

LeT militant killed in police encounter in JK

Jammu, Jul 14 (KMW): A top LeT militant was killed in a police encounter in Jammu and Kashmir's Kishtwar district today.

The incident took place at Odrian, about 290 km from here, police said.

The slain militant has been identified as Mohmmad Issaq alias Attik, the district commander of LeT, they said.

HM urges states to create Unified Command for anti-Naxal ops

New Delhi, Jul 14 (KMW): Home Minister P Chidambaram today assured all possible central assistance to states to fight Naxalism, including more helicopters and funds for setting up 400 additional police stations, and urged Chhattisgarh, Jharkhand, Orissa and West Bengal to create a Unified Command for anti-Naxal operations.

Mr Chidambaram said this while addressing a meeting of Chief Ministers of Left Wing Extremism-affected states chaired by Prime Minister Manmohan Singh here to review the situation and finalise the strategy for anti-Naxal operations.

Army Maj killed, 6 soldiers wounded in Mendhar encounter

Jammu, Jul 14 (KMW): A Major of Indian Army was killed while a Colonel and six other ranks sustained wounds during an ongoing gun-battle between security forces and heavily armed militants at Mendhar in Poonch district of Jammu and Kashmir, an official spokesman said here today.
 
Two militants were also killed in the encounter but their bodies were yet to be recovered from the dense forested area of Beri Rakh in northwestern Mendhar sector, about 230 kms from here, where a fierce battle is underway.

Curfew lifted from central Srinagar, Sopore town

Srinagar, July 14 (KMW): Curfew was today lifted from Batmaloo area of Srinagar and Sopore town but life continued to remain disrupted in the Kashmir Valley due to a strike called by the separatists.

Curfew, which was clamped in Batmaloo area of central Srinagar and Sopore town in North Kashmir yesterday, was lifted, police said.

Prohibitory orders clamped yesterday were also lifted except in the areas falling under four police station areas of Nowhatta, Khanyar, Maharajgunj and Safakadal in old city, they said.

The restrictions in old city continued as processions were taken out by people in several areas last evening after the restrictions were relaxed, police said.

They said the restrictions were imposed yesterday to foil separatists' plan to take out processions to martyrs graveyard Naqashband Sahib in Khawja Bazar area.

Hurriyat (G) calls for 2-day dharna

Srinagar, July 13(KMW): A spokesman of Hurriyat Conference led by Syed Ali Geelani has urged people to stage dharnas in their respective
localities on Wednesday and Thursday “to protest Indian occupation”.

In a statement issued here, the spokesman said, “If the government doesn’t impose any restriction or curfew, people should lock their
homes, shops, offices and should stage sit-in in their respective localities on July 14 and 15.”

“Good news” likely soon for people of India and Pakistan, claims: Rehman Malik

Islamabad, July 13 (KMW): Pakistan Interior Minister Rehman Malik has expressed the hope that people of both India and Pakistan would soon hear “good news”, as the two neighboring countries have chalked out a roadmap to address all the contentious issues pending between them.

In an interview with The News, Malik, who recently held talks with his Indian counterpart P. Chidambaram on the sidelines of the SAARC Interior Minister’s Summit here last month, said both countries have decided to fight terrorism together.

“Pakistan, India have prepared a roadmap, and in the coming weeks the people would hear good news, though at this point of time we have agreed not to disclose details of that roadmap and the planning being done to jointly fight out terrorism,” Malik said.

Malik’s statement has come at a time when all eyes are on the meeting between External Affairs Minister S M Krishna with his Pakistani counterpart Shah Mehmood Qureshi in Islamabad on July 15.

 Responding to a question about the Taliban and other militant groups’ ever expanding threat in Pakistan, Malik described the various militant organizations as  “mercenaries who want to spread Talibanisation” across the country.

 “These runaway mercenaries from Swat, Malakand and the tribal belt are engaged in other provinces like the Punjab, Sindh and Balochistan to spread sectarianism, ethnicity in a bid to cripple the society,” he said.

Despite terrorists striking at will in Punjab province, which has resulted in the death of scores of innocent civilians, Malik ruled out any military operation in the region.

“I do not think there is a need of military operation in that areas, but there’s a necessity to control the movement of such terrorists and their handlers through stringent laws,” he said. (K M W)




Kashmiri Pundits observe ''Black Day'' in Jammu

Jammu, July 13 (KMW):  The Panun Kashmir movement, led by the President Ashwani Kumar Chrungoo, staged a protest against the alleged appeasement policy of the government towards Muslim fundamentalists, on Tuesday, and observed the day as a ''Black Day'' in Jammu.

July13 is observed as Martyrs day in memory of those who laid down their lives fighting against Dogra rule in Kashmir.

Speakers accused the government of encouraging activities of Muslim fundamentalists, and claimed that this had brought the state to its present situation.

"As far as the Indian government is concerned, till today the government has abided by the appeasement policy and has brought Kashmir to where it is today. Today, the Indian government has almost agreed that yes there is some problem in Kashmir, which should be solved. We feel that their appeasement policy has brought Kashmir to where it is today. Unless the Indian government brings a change in their policy and does not bring in peace and harmony the situation in Kashmir will not improve," said Chrungoo.

The protestors warned the government to mend its policies.

"Till today that appeasement policy is being followed and we want to warn the government that it should not come under the Islamic fundamentalist forces," said A.L Pandita, Member of Panun Kashmir Movement.


July, 13,1931; A Historical Day that Changed Kashmir

Srinagar, July 13(K M W): It was revolt against atrocities on July 13, 1931 when people rose against the autocratic Dogra rule and protested against the prosecution of the architect of Kashmir’s struggle, Abdul Qadeer Khan Ghazi. This day also marks the departure from traditional mindset werein accepting cruelty had become a norm with Kashmiris.
 On the 80th anniversary of 1931 uprising, in which 21 Kashmir fell prey to bullets of Dogra soldiers, historians find similarities between the unarmed agitation and ongoing protests in the Valley.
 “The bloody history of 1931 is repeating itself on the Valley streets. After 80 years, Kashmiris are still receiving bullets in response of slogans,” prominent historian, Fida Muhammad Hasnain who has extensively researched the 1931 uprising, told to a local newspaper.He said in 1931, the Kashmiri Muslims for the first time had risen against the autocratic rule of the Maharaja. The historic event had following dimensions.
 THE UPRISING
 Hasnain said the 1931 uprising had started after Abdul Qadeer Khan had raised his voice against oppression unleashed on the Kashmiris. He said Khan came into prominence after his speech during a public meeting convened by Youngmen Muslim Association on June 21,1931. The meeting among other was attended by a Muslim leader, Sheikh Muhammad Abdullah (who later became Prime Minister and Chief Minister of Jammu and Kashmir).
 Hasnain said in his speech, Sheikh Abdullah, asked all Muslims to unite and fight for their rights. He also appealed to the Pandits to join hands with Muslims for redressal of grievances and for independence. “Just when the meeting was to be concluded a well-built Pathan of about 36-40 years in age, came to the platform and started delivering an inflammatory speech,” he said.
 FIERY SPEECH  
 “The honour, respect and reverence of the Holy Qur’an is dearer to the Muslims than the rulership of the world. They will never tolerate any interference in their religion or defilement of their Holy Book. The government of the Maharaja does not care for his subjects. It has no touch with the people, nor any sympathy for the downtrodden. Oh, Muslims arise!
 “I warn you that your representatives and memorials cannot come to your rescue, nor will these papers remove injustice and misery. Such things cannot solve the issue relating to the defilement of the Holy Quran. You must stand on your legs and fight against the autocratic force.”
 Hasnain said the speech, was heard by the people as well as by the leaders in complete silence. “No one dared to stop him and there was much commotion among the gathering, who felt bewildered because upto that moment they had not heard anyone uttering a single word against the Maharaja. Now they raised slogans of Allaha-o-Akbar and went on encouraging the speaker. At the end of speech, the fiery speaker pointed towards the Shergarhi Palace of the Maharaja and cried in loud voice ‘Demolish this edifice of injustice, cruelty and subjugation” Hasnain said quoting the eyewitness.   
 He said after the speech, the people started moving towards Khan while the Muslim representatives made enquiries as to who was this Pathan who had made the fiery speech. “It came to light that this man of wheatish colour, sharp eyes, big face with curved moustaches had come with a tourist to Kashmir. Later, it was learnt that he was a disciple of Maulana Jamal-uddin Afghani, a foremost Muslim philosopher of the 20th century, who had also visited Kashmir before his departure to Russia via Pahalgam,” he said.

THE TRIAL
  For his “seditious” speech Abdul Qadeer was arrested on the 25th of June, 1931 under section 124-A and 153 of the Penal Code. His trial started on the 4th of July in the Court of the Sessions Judge, Srinagar. During the four hearings on the 4th, 6th, 7th and 9th, a large crowd of Muslims would assemble in the compound of the Court to witness this trial.
 Hasnain said under such circumstances the Judge shifted his court to Jail premises on the July 11, 1931.
 “This trial was the first case of a political nature in the State and attracted much attention of the people. The Muslims of the State were sympathetic towards the Khan and thousands of the people would assemble in the Court to know the fate of the prisoner. As such, there was an imminent danger of turmoil. It needs to be recorded that no lawyer came forward to defend the Ghazi except Maulvi Abdullah Vakil,” he said.
 Finally, Khan’s trial was started in Srinagar Jail premises. Hasnain says in order to provide protection to the Magistrate, all extra preparation had been made. The Deputy Inspector of Police came to the site of the trial with one Inspector, 2 Sub Inspectors, 5 Head Constables, 44 Policemen. Out of this force 22 policemen were armed with riffles and the rest with hand clubs, while the Inspectors had revolvers. Besides the above, the Jail forces consisted of 119 policemen armed with dandas and 19 policemen with rifles.
 He said before arrival of the Session Judge, a large gathering of the Muslim had gathered on the road leading to the Jail compound. And when the Judge arrived in his car, escorted by the police the people shouted, ‘Our brother from Raibareli! Release Abdul Qadeer! Our brother from Rawalpindi! We will go to the jail. Imprison us instead’
 “The Jailor had told the Judge that the people wanted to have Khan’s glimpse but the Judge refused to give any permission. Khan was brought out of the Jail to the court at 2 p.m. and the people got much excited and raised slogans of Allaha-o-Akbar. The Sessions Judge ordered the mob to disperse but they requested for permission to offer prayers. The police arrested 5 persons with the result the people got agitated,” he said.

THE MASSACRE
 He said one amongst them Khawaja Abdul Khaliq Shora stood up and gave a call for prayers and loudly pronounced the Azan. “He was fired upon by a police man and fell down dead on the ground. This agitated the people and they started protesting. After this two ranks of 10 policemen fired on the mob but it had no effect on the people.”
 Later the magistrate ordered three rounds but the people continued to shout Allaha-o-Akbar and Islam Zindabad.
 “Many were injured in this firing and the police started arresting people. The first man to be arrested was Khawaja Muhammad Yahya Rafiqi. Some of the protestors entered the Jail Office and picked up charpoys for carrying the martyrs and the wounded. The police had used about 200 rounds of ammunition and arrested 32 persons in the initial stage,” he said.
 Hasnain said the Dogra rulers utilized the services of its military and cavalry forces. “They resorted to beating the people with spears and sticks. They wanted to snatch away the dead bodies from the people but they confronted them bravely and proceeded towards the Jamia Masjid. The wounded were carried towards the nearby Mission Hospital Rainawari and some towards the clinic of Dr Abdul Wahid. In all 22 persons had died due to firing in the first instance while 6 more died of police firing later. The military took over the City and killed 3 Kashmiris in Nowabazar who were raising slogans. It also resorted to looting of some Muslim houses. All corpses of the martyrs were laid in the compound of Jamia Masjid, Srinagar,” Hasnain said.
 Finally the martyrs were buried in the compound of Ziarat Naqishband Sahib (RA) in Shahr-e-Khaas. “The soldiers arrested about 700 Muslims in the city. The next day the leaders of the Muslims, namely Sheikh Muhammad Abdullah, Chaudary Ghulam Abbas, Moulvi Abdul Rahim, Sardar Gohar Rehman were arrested and Sheikh Sahib was locked in a solitary cell of the Hari Parbat Fort,” Hasnain said.
 NOBLE SOUL
 Till date nobody knows what happened to the revolutionary Abdul Qadeer Khan. Before his rebellion against the Dogra rule, Khan is believed to have worked as a butler with a British Officer in a houseboat in Dal lake.
 Former president of the Houseboat Owners Association, M Azim Tuman said his grandfather’s uncle owned a houseboat Patricia in Dal Lake.
 “My ancestors told me that in 1931, the houseboat was hired by Colonel Alford Butt a British officer alongwith his wife and children. The family was accompanied by a butler named Abdul Qadeer,” Tuman said.
 He said Qadeer used to offer Friday prayers at Hazratbal shrine and in leisure used to feed fish and watch their movements. “When he heard about desecration of Holy Qu’ran by Dogras soldiers in Jammu, he was very furious. He took a big knife from pantry of the houseboat and addressed people at Khankah.
  “With this knife I will behead Maharaja. How dare he desecrated Holy Qu’ran,”  said Tuman quoting his late father who was among the gathering. 
 “My father told me later in the evening, an unknown person came to the houseboat and asked Qadeer to accompany him. He was so brave that he rowed a Shikara and went with him. As the Shikara was about to reach the banks, the persons whistled and the Maharaja’s soldiers surrounded it. They arrested Qadeer,” he said.
 He said when Col Alford’s wife came to know about it, she rushed to the spot and asked the soldiers to leave Qadeer.
 “However, the soldiers told her that Maharaja has issued a warrant against him for speaking against him. Alford’s wife heckled and kicked some soldiers, but they took Qadeer with them. Later, she got him released by furnishing his bail. My ancestors were so afraid of the Dogras, that they bundled Qadeer’s clothes in a sack and threw it into the lake,” he said.
 Qadeer;The Iron man Of kashmir
 News of desecration of the Holy Quran and interference of Dogra soldiers in the religious affairs of Mulsims in Jammu had brought thousands of Muslims to Khanqah-e-Moulla on that historical day in 1931. It was June 25. The state’s leading Muslim figures from both Jammu and Kashmir had gathered at the historical shrine to elect seven representatives to present their grievances before the Dogra regime. Abdul Qadeer, a Pathan, however, was in no mood to seek redressal of grievances through memos.
 Asking Muslims to put to an end to the Dogra slavery, Qadeer delivered a fiery speech against the Dogra rulers that changed the course of Kashmir’s history.
 “Qadeer belonged to Rampur in Uttar Pradesh (UP) and, was a disciple of Jammal-ud-Din Afghani, a 20th century Muslim philosopher. Qadeer had probably come to Kashmir under the guise of a cook or guide along with a British officer and was very upset over the subjugation and poverty of Kashmiri Muslims during his stay in Kashmir. And it was this empathetic feeling for Kashmiri Muslims that led to him to give a passionate call to the Muslims for rebellion against the Dogra autocracy,”  noted historian Professor Fida Hassnain told Press Bureau of India.

Hassnain  adds that Qadeer waved stone to the mammoth crowd and asked them to use the “Sard Gola against  the Dogra bullets”, while other historical accounts suggest that Qadeer while pointing towards the Dogra Maharaja Hari Singh’s Shergari Palace, asked the Muslims to bring down the palace a symbol of Dogra oppression and slavery. Whatever the case, the Dogra authorities arrested Qadeer and tried him for sedition against the autocracy.
 Hassnain says the speech and arrest of Qadeer hold an important place in the history of Kashmir." Here was a man, openly challenging the might of Dogra rulers--and asking people to do the same. Qadeer's speech and arrest unleashed the pent-up anger of the Muslim community against the Dogra opression."

Initially, the trial was held at the Sadder court, but as more and more people began to flock the court, the authorities decided to shift the trial to central jail in Srinagar’s KathiDarwaza area.
 On July 13, 1931, thousands of Kashmiri Muslims thronged the Central Jail, demanding Qadeer’s open trial. “The judge asked police to remove the people from the jail premises, and as the people refused to retreat and raised pro-Islam and pro-Qadeer slogans, the Dogra Governor Tartilok Chand, ordered the soldiers to open fire. 22 people were killed in the indiscriminate firing and scores were injured,” Hassnain adds.
 The mourners took the bodies of the martyrs to Jamia Masjid in a procession. The maharaja declared immediate martial law and the Dogra army took over the city, encircling the Jamia Masjid, and the standoff continued till the 3rd day, when the Martyrs were buried in the compound of Khanquah-e-Naqshbandi in old city's Khojabazar area.  
Hassnain says it was Khwaja Noor Shah Naqsbandi who put forward the idea of burying the martyrs in the compound of Naqshband Sahib Shrine.
 “Noor Shah persuaded the Dogra authorities to allow the 22 martyrs to be buried in the Naqshbandia compound on the pretext of avoiding disturbances the separate burials of the 22 martyrs were going to cause. His intention, obviously, was to get all the martyrs buried at one place so that the site would become a memorial site for future generations of Kashmiris.,” Hassnain says.
 Thereafter, the site of these graves came to be known as Mazar-e-Shuhada (Martyr's Graveyard), where every year on the eve of 13 July, Muslims from all parts of Kashmir visit the graveyard, to pay their homage to these men.
 The 22 men who dared Dogra bullets on that fateful day, and  are buried at the graveyard are: -Ameer Joo Jandguru - Gojwara; Akbar Dar - Auntabhawan; Mohammad Teli of Auntabhawan; Mohammad Subhan Rather  Auntabhawan, Abdullah Ahanger  of Narabel Nowshera ,Abdullah Lone of Makhta Pokher ,Mohammad Shaban Misgar of  Makhta Pokher,Khaliq Shora of Anzi Meer Khanyar 9-Mohammad Sultan Chola of Aram Masjid Khanyar,Ahmad Butt of  Fateh-Kadal, Mohammad Sultan Khan of Basant Bagh,Naseer-ud-din of  Chinkeral Mohallah, Abdul Salam Hajam of Guzer Bal, Mohammad Akber of Zaldager, Ghulam Nabi Kalawal of Mohallah Pandan ,Abdullah Najar of  Ompora ,Ghulam Mohammad Sofi  of Daree Bal, Mohammad Subhan Khan  of Nawab Bazar, Abdul Ghani Makaee of Nawa Kadal, Ghulam Mohammad Naqash  of Kadi Kadal, Ghulam Mohammad Halwaee , Jamia Masjid, Ghulam Qadir Bhat of  Mohallah Bah-ud- din Sahab, whereas, the list engraved on the memorial stone at the site ,has the mention of one Ghulam Rasool Dora of Qutub-din-Pora as the 23rd martyr.
 Besides them the graveyard also holds graves of people killed during the Holy Relic movement of the ‘60s

Krishna, Qureshi to focus on modalities to restore trust

Srinagar, Jul 12 (KMW): External Affairs Minister S M Krishna will visit Islamabad from July 14-16 for discussions with his Pakistani counterpart Shah Mahmood Qureshi to work out modalities for restoring trust and confidence in relations between the two countries. The two Foreign Ministers are scheduled to have bilateral talks on July 15, paving way for a substantive dialogue on issues of mutual concern and bridging the trust deficit between the two countries. Sources said all issues of mutual concern are likely to be discussed, although terrorism will be top on the agenda. In Islamabad, Pakistan Foreign Office spokesman Abdul Basit said Islamabad was hopeful that the July 15 talks would help move the process forward allowing the two countries to resolve issues of mutual concern and promote cooperation in South Asia.





Govt holds emergency meet with mobile companies

Srinagar, 12 Jul 2010(KMW): The government has called an urgent meeting on Monday with the telecom operators after "reports of wide scale distribution of SIM cards in Jammu and Kashmir without verification was brought to its notice."

The meeting will be chaired by Union Home Secretary G.K. Pillai, where representatives of Aircel, Airtel, RCom, the Tatas, BSNL, Vodafone and Idea Cellular will be present.

During the meeting, the violations committed by these operators while issuing mobile connections will be brought up.

It may be mentioned that the Union Home Ministry had asked security agencies to conduct a secret audit of whether the telecom operators were following the revised guidelines.

It was found that from out of a sample of 500 mobile phones, in 65 per cent of the cases, the verification norms were violated, thus raising security concerns.

During the meeting, a proposal of the Jammu and Kashmir police for slapping heavy fines running into crores of rupees, besides booking the violators under provisions of the Unlawful Activities Disruption Act as well as under section 121 of the IPC (waging war against the country) is likely to be considered.

A notice for the meeting has gone out to seven operators — Aircel, Airtel, RCom, Tatas, BSNL, Vodafone and Idea Cellular.

Army gains in J&K not capitalized on: Army Chief


Srinagar,Jul 12 (KMW): Army Chief Gen V K Singh has said the gains made by security forces and the Army in Kashmir had not been consolidated and ''capitalized on'' and that several measures needed be taken to control the situation in the valley. In an interview with NDTV, the Army Chief said the situation in Kashmir had been tense for quite some time now for many reasons. ''The basic reason has been that we have not been able to build up on the gains that we have made over a period of time.'' He said the Army had done a lot of work to restore normalcy in the valley and situation had been brought to a particular level when other initiatives should have been taken. He said people were passing instructions and separatists were able to garner support. ''I think the population is fairly gullible...they take it as they see,'' he added.




ISRO Chief tastes first success

Sriharikota, Jul 12 (KMW): The nine-month-long wait was over.For Dr K Radhakrishnan, who has nearly four decade-long experiences in space technology, today's PSLV-C15 Mission was the first success after taking over as the Chairman of Indian Space Research Organisation (ISRO). The success of the mission was all the more significant for him as it comes in the backdrop of the failure of the GSLV-D3 Mission in April this year, the first launch after he took over from his predecessor Dr G Madhavan Nair in November last year. An accomplished technocrat with a distinguished career of more than 38 years in space technology, applications and space programme management, Dr Radhakrishnan is an Electrical Engineering Graduate from Kerala University (1970) and MBA from IIM, Bangalore (1976). Starting his career as an Avionics Engineer in 1971 at the Vikram Sarabhai Space Centre (VSSC), he commendably held several decisive positions in ISRO before becoming VSSC Director and playing a key role in the Chandrayaan-1 Mission, responsible for realization of PSLV C-11 launch vehicle with a new set of strap-on motors and a new mission design and Moon Impact Probe (MIP) that impacted on the surface of Moon in mid-November 2008. As VSSC head he was instrumental in five successful launches of PSLV, including the Chandrayaan-1.

PDP says no to PM, HM for all-party meet called by Omar

Srinagar, Jul 12 (KMW): Demanding intervention at the highest level, the Peoples Democratic Party (PDP) president Mehbooba Mufti today reiterated that she will not attend the all-party meeting (APM) called by Jammu and Kashmir Chief Minister Omar Abdullah to discuss the prevailing situation in the Kashmir valley.
''I have told Prime Minister Manmohan Singh to excuse me when he called me yesterday to attend the all-party meet in Srinagar tomorrow,'' Ms Mehbooba told reporters at her residence last yesterday.

''I have also conveyed the same to the Home Minister who also called me yesterday,'' she said.

''I have great regard for Dr Singh and I am thankful to him for calling me. But I have informed him that please excuse me for this meeting,'' she said.

The PDP and National Panthers Party (NPP) have already announced to skip the meeting.

Mr Abdullah had urged Ms Mufti and NPP chief Prof Bhim Singh besides other invitees to attend the meeting in the interest of restoring peace in the valley.

''It was very painful to convey my inability to attend the meeting to Dr Singh as I have very great regard for him,'' she said and added that it was very kind of the Prime Minister to call me.

She said all the decisions, including deployment of Army, has already been taken by the government without consulting anybody so there was no purpose to call an all-party meet now.

She alleged that the government was trying to hide its ''failures'' by convening such a meeting after taking all the decisions that ''he should not have taken''.

The PDP chief said the meeting is just a ''damage control exercise'' aimed to hoodwink the international community.

She alleged that the government in the state has lost its credibility among the people of the Jammu and Kashmir.

''After failing to take everybody into confidence initially when we asked for summing a special session of the Legislative Assembly after the killing of three people at Machil in a fake encounter, Mr Abdullah now wants the Prime Minister to step in and resolve the crisis,'' she said.

She had recently said that the national mainstream parties are almost irrelevant under the present situation and wants intervention at Prime Minister's level to restore peace in the state.

The PDP president said, ''The situation in Kashmir is ''very bad and it was almost impossible to do anything at the state government level.'' The government had used excessive force to suppress the anger of the people, mostly youths, she said.

The Chief Minister has called an all-party meeting tomorrow to discuss the prevailing situation in the Kashmir valley where the Army was called in to stage flag marches in some curfew-bound areas.

The Chief Minister reacting to Ms Mehbooba's allegation that he did not call the meeting before the Army deployment, said there was no time to convene such a meeting when situation demands immediate action.

Curfew will be strictly imposed for at least three more days: Home Minister

Srinagar, 8 Jul 2010(KMW): Home Minister of India, Mr. P.C Chidambaram told reporters that curfew will be imposed strictly in the Kashmir valley at least for another two to three days. He appealed the people of Kashmir to observe curfew and remain indoors. Home ministry has also ordered the State administration to launch a crack-down on the separatist leaders and trouble makers in order to ensure the normalcy in the valley. Meanwhile the Protestors had also tried to attack a bus carrying new police recruits in the outskirts of Srinagar but the attempt was thwarted. The Army had yesterday moved 17 columns (about 1,700 personnel) into various parts of the city to assist the civil administration in maintaining law and order. The Chief Minister had also spoken twice to Home Minister P Chidambaram and also to Defence Minister A K Antony about the developments. Union Home Secretary G K Pillai, who had flown in here yesterday from Delhi along with Director General of Military Operations Lt Gen A M Verma, had met the Chief Minister and reviewed the overall law and order situation. Newspapers fail to hit the stands in Kashmir Valley SRINAGAR: Newspapers today failed to hit the stands in the Kashmir Valley in the wake of imposition of curfew following violence. The state government had yesterday cancelled curfew passes for media personnel restricting their movement. The last time the newspapers did not come out was in 2008 during the height of the Amarnath land agitation. Publication of dailies at that time was suspended for four days. Newspaper publication had also remained suspended for days during elections in 1996. A representative body of major print and electronic journalists in the valley, Kashmir Journalists Corps (KJC), today condemned the restrictions on media persons and said that it was a "direct attack on the fourth estate".

India and Pakistan in a legal battle over Kashmiri water: Choudhry Dr Shabir

LONDON, 08 July, 2010: India and Pakistan could not reach consensus over use of water of Neelam River and have decided to fight it out in a court of arbitration which will cost millions of Dollars to both countries. The process of arbitration is not only expensive, but it is also a lengthy one. Whatever the outcome of the arbitration, the legal battle will surely embitter the relationship between the two countries.

Both India and Pakistan want to generate electricity by diverting water of Neelam River, water of which belongs to the people of Jammu and Kashmir. The Pakistani project is known as Neelam Jhelum Hydroelectric Project is located near Muzaffarabad, capital of Pakistani Administered Kashmir, and aims to divert water through a tunnel from Nauseri and release it in River Jhelum near Chatar Kalas about 22 KM South of Muzaffarabad. The project once completed, will produce 969 MW of electricity.

India on the other hand is constructing Kishanganga Hydro Electrical Project
at Gurez which will divert water of River Neelam through 22 KM long tunnel before it enters Pakistani Administered Kashmir; and release the water in to Bonar Madumati Nallah – a tributary of the Jhelum River. The diverted water would be used for generating 390 megawatt electricity and feeding the Wullar Lake.

The government of Pakistan claims that the diversion of water to Wullar Lake contravenes the provisions of the Indus Water Treaty, as it reduces flow of water and will reduce the power generation capacity by 16 per cent, and will cause Pakistan a loss of 6 billion rupees worth of energy per year. Bilateral Talks between the countries on this issue have failed and Pakistan wants to resolve this issue by invoking the arbitration process enshrined in the Indus Water Treaty of 1960.

16 per cent of 969 megawatt (which the Pakistani Project will generate) is 155.04 megawatt, and if that, according to Pakistan government, is worth 6 billion Rupees then one can work out how many billions worth is the energy of Mangla Dam. The Dam was completed in 1967, and generates 1000 megawatt; which Pakistan has been using without paying the price to the government of Azad Kashmir. People of Azad Kashmir pay more per unit of electricity than people of Pakistan pay a few miles across the River Jhelum.

Leaving other things aside from which Pakistan benefits economically, Pakistan owes approximately 1720 billion rupees just for the electricity of Mangla Dam. And if we include value of other hydroelectric generation from Pakistani Administered Kashmir, then Pakistan owes us approximately 2580 billion. Of course profit from use of water for irrigation and fishery is not included in this; and yet Pakistani officials and their puppets have nerve to say that Pakistan feeds us.

However, for sake of records Pakistan has started paying royalty for Mangla Dam (not for other projects in Azad Kashmir) since 2003. Pakistan pays Azad Kashmir government 15 Paisa per unit; and pays 70 Paisa per unit to provinces of Pakistan. Despite this exploitation and gross inequality, puppet leaders of Azad Kashmir are happy that their political masters have started paying something for the Mangla dam.

Anyway that aside, the Court of Arbitration consists of seven prominent experts. Both countries are entitled to nominate two members each; and they have to suggest and agree the remaining three independent experts who must be experts in water disputes, engineering and law. Apart from that they must either belong to the International Court of Justice, the World Bank or the Massachusetts Institute of Technology. Both countries had a meeting on 6 July to finalise the selection of names for the court of arbitration.

The Indus Water Treaty was a water sharing formula between India and Pakistan, which was brokered by the World Bank in 1960. Despite wars between India and Pakistan and frosty relationship, the Treaty has survived, and to a large extent has been working as envisaged in 1960.

A Commission was set up which meets regularly and exchange data and tries to resolve disputes. If the Commission fails to resolve a dispute, then it has to be resolved by both governments. And if both governments and the Commission fail to resolve the dispute then it could be referred to a Neutral Expert in a Court of Arbitration.

The Court of Arbitration has to see if the proposed diversion of water from one tributary of Jhelum River to another is permissible under the Treaty or not. This diversion reduces flow of water in Neelam River, but it does not reduce overall flow of water entering Pakistan, as the diverted water is released in another tributary of Jhelum River.

It is for the Court of Arbitration to decide, but one could foresee three possible outcomes:
1.    that the diversion of water is not permitted under the Treaty;
2.     that the diversion is permissible;
3.     or a mixed findings.

In case of the first finding India will have to abandon the project which has cost them in billions. In case of the second finding the Pakistani project will suffer. It is probable that the Court of Arbitration might reach a mixed verdict – that the diversion is permitted subject to certain changes to minimise adverse downstream impacts.

As noted earlier, arbitration process is very expensive and lengthy one. It could take a good few years before the Court gives its verdict. In the mean time both governments are racing to complete their Projects, as the understanding is if a project is near to completion it will be very difficult for the Court to give a totally negative verdict.

I don’t believe for a minute that India is spending millions of rupees on a project that it would abandon after the verdict of the Court. Indian Federal Minister of Power Jairam Ramesh, during a recent visit to Kashmir said the Kishenganga project had geo-strategic importance to India. He said:  "This is an issue with geo -strategic and foreign policy implications". The Indian government is working at full speed and wants to complete the Project by 2015.

Although Pakistan has initiated the arbitration process, its legal team is not ready to proceed. In reality there is still some controversy as to who should be included in the legal team, mainly because of potential rewards and favouritism. And by time everything is in place and verdict is given the Indian Project would be near its completion, as happened in the case of Baghliar Dam, and Pakistan, despite enormous expenses did not get much out of it. 

Both India and Pakistan have their plans, as how to exploit the resources of State of Jammu and Kashmir. As a Kashmiri nationalist it is not our concern which country gets a favourable verdict from the Court; and which country loses out. We feel it is the people of Jammu and Kashmir who are ultimate losers in this power game.

Although we have no control over construction of dams, we, however, feel that the Project which is favourable to the people of Jammu and Kashmir should be completed. I have done extensive research on the Pakistani Project and learn that it has nothing positive for the people of Azad Kashmir, as it will only benefit Pakistan and we will only face all the negative impacts.

Claims are made that the Kishanganga Project will benefit people of Indian Administered Kashmir, but I have not done any research to ascertain or reject these claims.

PPP demands immediate dismissal of Police DGP

War Condemns the Killing 4 Youth

Srinagar, July 06, 2010(KMW): People's Political Party (PPP), Chairman, Hilal Ahmad War condemned in strong words the brutal killing of Muzaffar Ahmad Bhat, Fayaz Ahmad Wani   , 24 year old girl, Fancy and Abrar Ahmad of Maisuma who were ruthlessly killed by CRPF personnel today. Both the youngsters belong to Tengpora Area of Batmalloo, Srinagar, Kashmir.

PPP Chief, Er. Hilal War, demands immediate dismissal of State DGP, Mr. Kuldeep Khuda and demanded that perpetrators should be punished immediately without wasting any more time in constituting so- called enquiry commissions. By creating war situation, they cannot bypass or kill Kashmir Problem. They have but to concede the right of self-determination of the people of Kashmir sooner or later. They cannot escape from this issue. It is better and wiser to concede the right of self-determination as early as possible. It appears that the Present Government is trying to create war situation. God forbid if such thing happens, then, entire subcontinent will have to face the horrors of a terrible nuclear war in which India will be the greatest sufferer.

Mr. War termed the  SERIAL KILLING  of  Kashmir youth , a conspiracy of a well thought plan to wipe out youth of Kashmir right from Wamiq Fasrooq, Zahid Farooq, Inayat of Dalgate and now Rafiq and Javaid, a well thought out new genocide policy of Indian Security Forces in Kashmir. The gruesome killing of three youngsters of Nadihal in North Kashmir by the Indian Army in a stage managed encounter at the Line of Control is a glaring example of Indian Genocide Policy in Kashmir.  Under the new strategy and a policy framed by Home Ministry of India, the genocide carried out by Indian Occupational Forces under the instructions of Home Ministry, young school boys which is the fourth generation of Kashmir problem are targeted purposefully to deter the fourth generation of Kashmir to take the responsibilities of freedom movement. While paying rich tributes to slain youth Muzaffar Ahmad Bhat and Fayaz Ahmad Wani, PPP Chief demanded that the perpetrators should be brought to book without any delay. He asked Indian government to stop genocide in  Kashmir and punish the killer cops .If the killer cops are not punished, the entire population of Kashmir will be constrained to go for an all out war with Indian Occupational Forces. The Occupational Forces of India have unleashed a reign of terror in Kashmir valley in particular and have converted whole Kashmir into a slaughter house and a graveyard of human rights. He further said that Armed Forces Special Powers Act (AFSPA) and other draconian laws have given licence to men in Khaki to kill innocent Kashmiri youth like birds. Mr.War said such tactics will not deter the resolve of oppressed Kashmiris and the youth in particular but will give boost the morale of the struggling people of Kashmir to increase the momentum of their struggle for Right to self-determination. PPP Chief pledges to fight for the freedom till the last Child of Kashmir. 

Molestation bid by Army Major triggers off protest in Kupwara

Srinagar, July 06(KMW): The alleged molestation bid by an Army officer, sparked off protests in Gulgam area of North Kashmir’s Kupwara district on Tuesday.

Reports and eyewitnesses said that a Major of 160 Territorial Army, allegedly attempted to molest two young girls in Gulgam forest area of the frontier district this afternoon. The girls, eyewitnesses said, were collecting wood from the forests, when the Major intercepted them and allegedly tried to force them inside his camp. However, the girls raised an alarm inviting the attention of the locals.

“The locals rushed to the spot and rescued the girls from the clutches of the Army Major. Army tried to intimate the locals. It was only after the intervention of the armed police, the standoff between people and Army ended,” an eyewitness said.

Soon after the incident, hundreds of villagers of Gulgam and adjoining areas took to streets and staged demonstrations against the alleged molestation bid by the Army officer. Chanting anti-Army slogans, the protesters, including a large number of women folk and children were demanding arrest and punishment for the accused Major.

Station House Officer (SHO) Kupwara, Musadiq Abbas denied the allegations leveled against the Army by the locals.

CRPF troopers chase youth to death

Srinagar, July 6, 2010(KMW): Police recovered the body of Batmaloo youth, Muzaffar Ahmed Bhat, from Gangbugh Nallah on late Monday night, sources said. They said the deceased, along with three others, was chased by the paramilitary CRPF troopers after the group allegedly pelted stones on the cavalcade of the Minister of state for Housing, Nasir Aslam Wani in Batmaloo area late this evening. “ Youth had jumped into Gangbugh nallah to save themselves from the CRPF men. Three of them managed to swim across, while Muzaffar drowned,” sources added. As the word about the incident spread in the area hundreds of people took to the roads and staged massive protests. “Police is asking the people to perform the last rites of the youth quickly, while locals want to give him a decent burial in the morning” sources added. Hundreds people were staging massive pro-freedom protests in Batmaloo and other adjoining areas when this report was filed.(KMW)

Curfew, restrictions foil Islamabad march

Srinagar, July 05(KMW): State authorities Monday clamped curfew and severe restrictions in Srinagar, and major towns of the Valley to the thwart the proposed march to South Kashmir’s Islamabad district called by Hurriyat Conference (G) against the killing of unarmed protesters last month. As many as eight people were injured in fresh clashes between protesters and the police.

4 army men killed, 11 injured in Kupwara mishap

Srinagar, July 05(KMW): Four Army man were killed and eleven others, including three Junior Commissioned Officers (JCO’s) injured in a road accident in Nowgam sector of Kupwara district, officials told Press Bureau of India Monday. They said a team of Army’s 267 Engineering Regiment was surveying Lashwan Post area of Nowgam sector in the frontier district last evening when their vehicle skidded off the road near Qazinag Baba and fell into a deep gorge. Four Army men were killed on the spot while eleven others including three JCO’s suffered serious injuries. All the injured were rushed to hospital for treatment. The condition of three of the Army men was stated to be critical the slain Army men have been identified as Havaldar Jagdish Singh, Naik Avtar Singh, Sepoy Ratanjeet Singh and Sepoy S S Rathore. “The Army team was surveying the area for the construction of a bridge when the accident took place. The vehicle was completely damaged in the accident,” officials added. Srinagar based, Army spokesman, J S Brar confirmed the death of four Army men and injuries to eleven others in the road accident.“Four of our men were killed and eleven others injured in a road accident in Nowgam sector,” he said. Meanwhile, police has registered a case Fir No 119/2010 under section 279, 304 A in this regard.

Indo-Pak Army exchange in Macchil Sector

Srinagar, July 05(KMW):Army and Pakistan Rangers Monday exchanged fire in Macchil sector of Line of Control (LoC) in North Kashmir’s Kupwara district. Official sources said that Army’s SIKHLI and 84 Battalion Border Security Force (BSF) at Badi Wala post in Macchil sector on the Line of Control (LoC) in the frontier Kupwara.

66 cross side on LoC via Poonch

Srinagar, July 05(KMW):As many as 62 persons including 18 first-time visitors from Pakistan Administered Kashmir crossed sides along the Line of Control in Poonch district of Jammu through weekly bus service between parts of divided region on Monday.Official sources told Press Bureau of India that 18 first time visitors from Pak arrived via Chakandabagh crossing point in Poonch this morning when gate was opened at around 11:15 am. There were 20 residents of Poonch and Rajouri on board the weekly bus service.While no first timers visitor from this part of the Kashmir crossed over to PaK, 28 residents of Pak travelled back after completing their allotted stay of 28-days in this part of the divided line, they added.

Arrest of youth: Jama’at warns against serious reaction

Srinagar, July 05(KMW): Terming the arrest of youth in Kashmir Valley as “frustration” on part of the government, Jama’at Islamia—a socio-religious organization, Monday warned of serious ramification against it.  

“In quite contradiction to the government claims, CRPF personnel are continuing their unbridled actions and are bent upon causing loss to the life and property of the people,” a spokesman of the Jama’at, Advocate Zahid Ali told Press Bureau of India in a statement. “In Khanqah Mohalla and Shamaswari in Srinagar, the personnel went berserk and broke the glass panes of the standing vehicles besides causing a great loss to the residential houses. In Mattan Chowk, Khanabal, Ashagi Pora  and other areas of Islamabad, they ruthlessly  beat the innocent people going on the roads without any justification, causing  physical injuries to some of them,” he said, adding, “Moreover, to overawe the people into submission and stop them from holding protests against the state oppression, the police has started  arrest of youth on a large scale. This attitude of the administration depicts its frustration. Detaining Sheikh Arkam of Jogi Lankar (8th Class Student) and lodging him in court Balwal Jail under PSA is a glaring example of state tyranny. The youth under custody are facing very harsh treatment.  Such cruel tactics will solve no problem but may lead to an uglier situation.”

He said that instead of accepting the “genuine” demand of the entire population of Islamabad to take stern action against the police personnel involved in the “heinous crime of the mass-murder of three innocent youth”, the administration has adopted repressive methods to suppress the voice of people. “Curfew like situation has been created in the city and other main towns of the valley to stop people from going to Islamabad and at many places the police has ruthlessly beaten the people particularly the professional laborers while going to their work places and thereby created an atmosphere of terror which goes quite against the very purpose of police.”

“This role was played by the dacoits in the ancient times. Now if the same role is played by the uniform-clad forces, what name they should be given?”

Jamaat-e-Islami, he said, offer sincere advice to the government of India that it should stop the repressive policies in Kashmir and try to understand the real aspirations of the people. “Then honor these aspirations according to the promises it has made to them before the international community. This is the good-for-all method because the suppression of the aspirations of any nation yields no results,” he added.
